Proclamation Requests (Charlotte Satink, City Clerk)

Mayor Spearman has approved the following proclamations:

• April 19 to April 25, 2026 as National Volunteer Week in Airdrie, to recognize and encourage volunteerism within our community; and
• May 2026 as Guillain-Barré Syndrome (GBS) and Chronic Inflammatory Demyelinating Polyneuropathy (CIDP) Awareness Month.

BYLAWS (not requiring public hearing)

8.1

Bylaw B-08/2026 - Off-site Levy Bylaw Amendment (Rick Wiljamaa, Manager of Capital Projects and Infrastructure)

Council is being asked to give three readings to Bylaw B-08/2026, being a bylaw to amend Off-site Levy Bylaw B-11/2019, to update water, wastewater, stormwater and transportation levy rates.

Bylaw B-09/2026 - Community Facilities Off-site Levy Amendment (Brad Anderson, Director of Community Services)

Council is being asked to give three readings to Bylaw B-09/2026, being a bylaw to amend Community Recreation and Fire Hall Facilities Off-site Levy B-24/2025, by updating off-site levy rates for community recreation and fire station facilities.

9.1

2025 Annual Report and Audited Consolidated Financial Statements (Jenelle Weisgarber, Team Leader (Term) Accounting Services)

Council is being asked to approve the 2025 Financial Information Return and the 2025 Audited Consolidated Financial Statements included in the Annual Report, for information.

9.2

Airdrie Transit Master Plan (Billie-Jo Arnott, Team Leader Transit and Active Transportation)

Council is being asked to endorse the proposed Airdrie Transit Master Plan (2026–2035) to guide the planning, development and delivery of transit services and infrastructure over the next ten years.

BYLAWS - Continued

10.1

Bylaw B-10/2026 - User Fees and Charges Bylaw Amendment (Etinah Murumbi, Team Leader Budget and Financial Planning)

Council is being asked to give three readings to Bylaw B-10/2026, being a bylaw to amend Schedule “A” of User Fees and Charges Bylaw B-41/2023, with updated and new user fees and charges effective September 1, 2026 and January 1, 2027.

City of Airdrie-RVC Intermunicipal Collaboration Framework Agreement (Mike Korman, Manager of Advocacy and Investment)

Council is being asked to approve the City of Airdrie–Rocky View County Intermunicipal Collaboration Framework Agreement, which establishes a formal framework governing existing and future shared services between the two municipalities in accordance with the Municipal Government Act.

Intermunicipal Development Plan Terms of Reference (Matthew Konowalchuk, Regional Planner)

Council is being asked to approve the proposed Terms of Reference for a comprehensive update to the City of Airdrie - Rocky View County Intermunicipal Development Plan.

11.3

Airdrie Public Library Council Appointments - No Report (Charlotte Satink, City Clerk)

Council will discuss Council appointments to the Airdrie Public Library Board.

11.4

Marigold Library System Appointment - No Report (Charlotte Satink, City Clerk)

Council will discuss the Airdrie Public Library Board representative for the Marigold Library System Board.
