Please note:  Due to the very heavy meeting agenda, the Public Agenda will begin at 10:00 am and continue until noon.  Council will get through as many items as they can before they break for lunch at 12:00 p.m. The Public Hearing will start at 1:00 pm with the Public Input Session immediately following the PH.  

The rest of the public agenda will continue after the Public Hearing and Public Input Session have concluded.

Bylaw B-16/2025 – Land Use Bylaw Administrative Amendments and Corrections (Willow Czaban, Senior Planner)

A Public Hearing is being held on Bylaw B-16/2025, being a bylaw to amend Land Use Bylaw B-01/2016 to make a number of administrative amendments and corrections.

Immediately following the public hearing, Council will be asked to give three readings to the bylaw.

PUBLIC INPUT SESSION - Immediately following the Public Hearing

4.1

Bylaw B-20/2025 - Sewer Bylaw Amendment Overstrength Effluent Limits and Rates (Eugene Lund, Manager of Utility Operations and Monica Labait, Manager of Treasury)

A public Input session is being held on Bylaw B-20/2025, being a bylaw to amend the Overstrength Sewer Effluent limits and rates in Schedules "D" and "E" of Sewer Bylaw B-11/2015 as requested by Council at the February 18, 2025 Council meeting.

Immediately following the Public Input Session, Council will be asked to give three readings to the bylaw.

Bill 50 Report (Kallen Morrison, Legislative Officer II)

Council is being provided with information regarding the impacts of Bill 50 on a number of City Bylaws, for information.

BYLAWS (not requiring public hearing)

7.1

Bylaw B-13/2025 - Proposed Community Standards Bylaw Amendments (Brad Tomlinson, Team Leader Municipal Enforcement)

Council is being asked to give three readings to Bylaw B-13/2025, being a bylaw to amend Community Standards Bylaw B-09/2012.

7.2

Bylaw B-26/2025 - User Fees and Charges Bylaw Amendment Transit Youth Fee (Stephanie Mitchell, Team Leader Budget and Financial Planning)

Council is being asked to give three readings to Bylaw B-26/2025, being a bylaw to amend Schedule “A” of User Fees and Charges Bylaw B-41/2023 to introduce a Transit Youth monthly pass fee of $25 for the months of July and August.

Bylaw B-25/2025 - General Appeal Board Bylaw Amendment (Kallen Morrison, Legislative Officer II)

Council is being asked to give three readings to Bylaw B-25/2025, being a bylaw to amend General Appeal Bylaw B-47/2022.

AGENDA REPORTS

8.1

Indigenous Framework and Action Plan (Clay Aragon, Manager of Culture, Heritage and Events)

Council is being presented with the Indigenous Framework and Action Plan.

8.2

Review of Council Motion with Transit Master Plan Scope (Billie-Jo Arnott, Team Leader Transit Services)

Council is being provided with requested information regarding a pilot study on transit routes to post-secondary campuses in Calgary.

8.3

Habitat for Humanity - Funding Request (Jessica DeVreeze, Team Leader, Affordable Housing)

Council is being provided with updated information regarding Habitat for Humanity's request for $275,000 in support of their Bayview project in Airdrie.

8.3.1

Habitat for Humanity Southern Alberta  (Gerrad Oishi, CEO)

Council is being presented with an update on the Bayview development construction, family selection and funding, as well as a renewed request for a $275,000 one-time final contribution toward the project.

8.4

2025 Municipal Census Results (Noshy Karbani, Project Lead Census and Elections)

Council is being presented with the official results of the 2025 Municipal census.

8.5

SW Recreation Centre - Project Charter and Project Governance (Michelle Lock, Director of Community Services)

Council is being presented with a draft Project Charter and Project Governance for the SW Recreation Centre.

8.6

Letter of Support - Healthier Together Airdrie (Charlotte Satink, Manager of Legislative Services and IGM/City Clerk)

Council is being asked to ratify a letter in support of Healthier Together Airdrie’s application to the Multiculturalism and Anti-Racism Program (Events component) for funding of two key community initiatives: Taste of Nations and Cultural Cooking Classes.

Thumbs Up Proclamation (Charlotte Satink, Manager of Legislative Services and IGM/City Clerk)

Council is being asked to proclaim September 2025 as Resiliency Awareness month in Airdrie to raise awareness of the importance of good brain health and how it pertains to personal resiliency and well-being.

8.8

Letter of Support - Thumbs Up Foundation (Charlotte Satink, Manager of Legislative Services and IGM/City Clerk)

Council is being asked to ratify a letter in support of the Thumbs Up Foundation's proposal for an Alberta Brain Center.

8.9

Letter of Support - Big Hill Haven (Charlotte Satink, Manager of Legislative Services and IGM/City Clerk)

Council is being asked to ratify a letter in support of Big Hill Haven - Airdrie’s application to the Service Delivery and Crisis Interventions and Rebuilding Lives - “Taking Action on Family Violence” grant stream for $275,000 in funding for their “Shelter Without a Shelter” pilot project.
